Top charts App Store loading

I have this issue a week ago.
it won't loading the top charts at the store,
i already turn off the phone, log out from my appstore account and sign in again... "Hard reset", but it's still loading and show a blank page.

Please, any advise?

Running iOS 9 or something earlier?

iOS 8, is it matter? It's suddenly happend in the last week.
(I prefer this version over 9)

Seems like it might given that there have been various reports of this kind of thing with iOS 8 (while those with iOS 9 or perhaps older iOS versions aren't seeing the issue).
