Not seen this mentioned, and I know it caused some consternation when 13.0 was released, however you can now change what is displayed on the top shelf when the Apple TV app is highlighted on the main screen. You can either select “What to Watch” - current 13 behaviour or “Up Next“ and get your queue back.
No change for the Music app but here’s hoping for the next beta.

Thanks bucksaddle, I updated yesterday but didn’t realise this had changed, appreciate the info.
I much prefer to see up next on the top shelf
