Not the biggest problem in the world since 1) Top Shelf has always been flaky, and 2) Restrictions settings are a mess on Apple TV…

But I’ve noticed since the tvOS 15 update on both my Apple TV 4Ks the Top Shelf only works for the built in apps (TV, Music etc) and no longer works for third party apps like Plex, Netflix etc.

Turn off ‘Restrictions’ and they immediately all work again. The frustrating part is it that it’s not because of the ‘Allowed Content’ setting because even when TV and Movies are set to ‘All’ the top shelf still disappears.

Anyone else noticed this? Or am I the only one silly enough to persist with Apple’s terrible implementation of parental controls lol
 
It’s funny you put this up because I just went to use the Up Next on the shelf and in the app, and everything is gone. The Apple TV+ stuff too, even the Recently Watched at the end of the Watch Now screen.
 
I still see programs that are from other services in the up next and recently watched. LOL some of which are for services I no longer am subscribed to. Peacock's stuff hasn't dropped off and I still watching that stuff. Maybe some other glitch?

Ah, interesting. So do either of you have Restrictions ‘On’ (in Settings > General) ?
 
Well, I found what’s causing it (in my situation at least) by toggling settings one at a time and re-checking the home screen. Yet another in the ever increasing list of facepalm-inducing UI decisions by Apple:

If you choose an Age+ setting in “Restrictions > Apps” - even an age higher than the rating of the apps in the top shelf - then the top shelf is blank.
When set to “Allow All” the top shelf returns.
