Hello everyone,
My fiance just got an iphone 5s. we updated it to the newest firmware but am running into a strange problem. when she goes to set up touch id, it doesn't let her even attempt to place her finger down before it rejects it and says "failed unable to complete touch id set up" i've tried restarting, resetting, starting up as a new phone. and still get the same message every time. please help. any advice is helpful thanks

If you purchased refurbished or used, the previous owner may have swapped the screen and damaged the TouchID connection or swapped out the TouchID sensor which means you will not be able to get it working again. That's a difficult thing to check when buying a used phone.

I thought that may have been the case. I also noticed the proximity sensor does work when making a phone call. Which makes me think at some point the screen was broken. It did seem like it was in too perfect of a condition...

Those two symptoms are very common for phones that have had screen replacements done (not very well).

i ended up returning it, getting my money back and purchasing a new one. i thought from the google searches that it was from screen replacement and you saying that and the other comments above made it pretty certain to me that that's probably what happened

That's great that you were able to return it. Most people get shafted and can't return.
