Can anyone let me know if it possible to lock apps with touch I'd or even with a password in ios 8, system apps like photos/camera iMessages

No locking apps, but developers can allow users to use TouchID in place of passwords.

iOS 8 will come soon enough for 3rd parties to use it in this fashion for their apps passwords.
