Touch ID stopped working after update to 10.3.2

Unlock, apple pay, itunes & app store, all turned off, can't turn them on, "unable to activate touch id on this ipad." Can't delete and redo fingerprints, it's grayed out. Does anyone have a solution?

Clean install via iTunes. Choose "set up as new iPad."

Thank you Velin. Was hoping there was a less drastic solution.
