1. I believe you can revert it back to showing the F-keys by default, but is it also possible to expand the control strip by default? So that you always see the full list of system control icons?

2. Is it possible to turn off the TouchBar entirely? Say I'm in a dark room, want to keep using the MacBook (so the 60sec/dim 90sec/auto-turnoff won't work), but with the keyboard backlight and TouchBar both off?

You can expand the control strip by default. I don't know whether or not you can totally disable the touch bar - I'm pretty sure you can't. It automatically turns itself off when the machine is idle for a bit, though.
