TouchID activation?

Does anyone know when does TouchID "turn on" and begins its process of reading prints? Is it when the steel ring detects your finger or when it just detects something? Does it need to be warm or does something cold work as well?

I tested it using different materials and it doesn't seem to work, can anyone confirm this?
