I'm wondering if anyone knows of some good trackpad drivers / tweaks for Windows that at least allow for a less jerky, choppy scrolling experience.

So far I've not been too impressed with basic cursor moving or scrolling in web browsers or programs. I've tried tweaking the settings of three different drivers, boot camp in windows 8.1, the latest Parallels, and Trackpad++, which was the best. But none seem to me as good as even the worst windows laptops.

im also wondering about this. have had this issue since my '06 mbp up to my current 2013 mbp although 8.1 and current drivers do seem much smoother.
 
Haven't used Windows in a while, but have you tried going into the mouse properties and decreasing the number of Vertical and Horizontal Scrolling to 1, or alternatively download "TwoFingerScroll." There may also be a driver for your trackpad (i.e. Synaptics) to enable the "Smooth Scrolling" feature.
 
It isn't just in Windows that this problem exists. This morning I tried booting from an Ubuntu Live CD, and it was rather annoying how jerky it was. I was only in it a few minutes, but it seemed as if it was losing half of my input.

But if I had to be in Ubuntu on my Macbook, I definitely would use an external USB mouse. I could not handle that jerky behavior for more than 15 minutes.

This was with a late 2007 Macbook with 2GB ram.
