My friend bought his wife an HP laptop for Mother's Day.

He needs to transfer the data from the old desktop to the new laptop. Does Windows have something like the beloved Migration Assistant of Leopard?

What is the easiest way to transfer between the two?

Umm, I think you need to copy the files to a certain spot somewhere in Windows? And this is Mac basics and help. Google it. And it's a folder called "shared".

XP has a "File Transfer Wizard" utility built in.

Windows 7 is suppose to get a similar feature, but don't know of anything particular for XP. I've just used an external HD in the past for storing data in case of needing to migrate.
