im traveling to Brazil and I’d like to only bring my iPhone X and iPad Pro.

Is there a way to transfer videos/photos from my iPhone to my iPad Pro without WiFi?

Or do I need to bring my MacBook to transfer the files to that instead.
 
You could buy a travel Wi-Fi hub. There cheap on eBay and Amazon
 
Will you have cell service? Why not use your iphone as a hotspot and use icloud or whatever other cloud service you might use?
 
There are devices that plug into an iPhone or iPad and function as storage devices. They look like a USB thumb drive, with an extra Lightning connector on the other end; one that I've heard of is the HooToo external storage expansion product, and another one recently mentioned on Mac Geek Gab was Halos GoDrive Pro. You can find them on Amazon, of course. The GoDrive uses MicroSD cards for storage, so that could be helpful if you want to have multiple backup copies - as you fill up each of them, tuck it into your wallet, and then break out a new one. Note that you have to go through an app provided by the vendor to transfer files onto or off the external storage, which might or might not be a big time suck - I haven't actually used these products myself.

No cell service. I’m going to assume I’ll be able to access Wifi, I’m going to Rio De Janeiro which is obviously a huge city. I’ve heard you can airdrop between iOS devices even if there’s no WiFi. I’m going to test.

Airdrop does work very well and does not require wifi other than for it to be turned on. We were at my daughter's basketball game the other day and I took three different videos and was able to airdrop them to her phone in a matter of a few seconds.

I use Airdrop. No internet required. Works great! You can even use it to share files with other iPhone/iPad owners.
