Transfer Game Data: Old to New iPad

Hello all,

I purchased a new iPad to replace a fading one for a family member. Many of the "free" games on the "old" iPad do not show up in iCloud for the device (for example, a game where you build a town, zoo, farm, etc.). Is there a way to transfer the game progress/data for all games that anyone knows of? A third party solution?

Any insights or suggestions are welcome.
