Itunes only transfers digital photos and will not transfer recently scanned (jpeg) photos.

Your scanned photos ARE digital! Well, now they are 🙂 You have them in iPhoto, are you sure they are not TIFF?

I used digital photos to mean photos taken with a digital camera, as opposed to photos scanned via scanner.
The scanned photos are jpeg and not tiff. Any other possible reasons?

No clue why. What version of iPhoto? The only thing I could think of is the file suffix. A while ago I ran into an issue where the file needed a ".jpg" suffix, NOT ".jpeg". Check it out, its worth a shot.

i have yet to find a fix to get ANY photos on mine, they are .jpg, rbg, not big photos, am on windows, tried photoshop elements....nothing

That is the problem, the scans that imported or edited via Adobe do not transfer, only those pics taken on a digital photo imported straight to iPhoto.
