It should work. I'm wondering if there's something that's transferring which iOS doesn't like? Perhaps your carrier can assist in transferring the data? I use T-Mobile and as long as I go into a genuine T-Mobile store they are usually willing to help. Might be worth a try.
I didn't use the built in feature, it never worked for me 100% on any phone, I transferred my files manually like music and pics (I use Windows for now) using an app called syncios which makes it a breeze to copy/paste the data.
Next, I exported my Gmail contacts as a vCard file then imported them into my Apple account and I was ready to roll.

It keeps my contacts between Google and Apple synced at all times online without effort.
I do this if I ever want to switch between Apple phones and go back to Android or vice versa, I’ve always got them updated and ready to roll too.
I’ve used to save my vCardd to computer before this app as well.
When I update anything on my iPhone contacts, the app will also update my Google contacts including contact pics.
