is there a particular way to accomplish this? seems migration assistant is not the right tool for it

Why not? I used migration assistant to transfer iTunes (as well as everything else) without any issue.

THe link you posted states that Windows iTunes will be
"Transferred to iTunes in OS X" with Migration Assistant
