Give this a try. Download the app "transfer" from the app store.

You could plug it into your computer, copy to Desktop then email yourself all of the pictures.

Direct access to iPhone is locked up- meaning you can't just transfer photos through USB.

I use an app called bump, which has the added benefit of being cross-platform, so you can share with android etc as well.

Wouldn't it work if you plug in your 3GS and copy the images to iPhoto and then sync your 4S and select those images?
