Yikes, no need to be hostile. AnthroMatt clearly said he used a line with no data plan to upgrade his iPhone 4, then had the data plan removed on the line. He did not say he kept using the iPhone 4 on a line with no data plan.
 
so what data plan do you select on the apple ordering site?

the data plan that matches the OTHER line you are taking the upgrade from? The crucial thing about this whole process ( to me) is that I don't disrupt the other users service
 
what about hose with unlimited data? will those be replaced with the new data plan?

Here is the AT&T approved way to perform what is called an "Upgrade Swap" on a family plan.

It's really fast, easy, approved by AT&T and does _NOT_ require the swapping of sim cards.

Why make this any harder, when it's actually quite easy :)

Step 1) Order the phone on the line that is eligible for the upgrade.

Step 2) Upon receiving the phone, simply call AT&T tell them you are doing an "Upgrade Swap".

They will move the phone numbers to the proper phones without any further time wasted, and activate your new iPhone for you.

Now you are all set.

This is precisely why I always order through AT&T since the phones come with new sim cards installed, and you end up with both a new phone and a new sim card. Apple cannot make these simple changes to a family plan.

The entire process takes approx six minutes.
 
You are misunderstanding what he is trying to do. Line 1 has his iPhone with data plan. Line 2 is a dumb phone with no data plan. He wants to order a new iPhone on Line 2 to use the upgrade. A data plan will be added to Line 2. He'll do an upgrade swap and use the new iPhone on Line 1 and family member will continue to use the dumb phone on Line 2. The data plan can be removed from Line 2 during the upgrade swap. If a smart phone is later used on Line 2, then yes a data plan would be added, but otherwise no.

Line 1 was iphone with data with 2 year contract
Line 2 was dumb phone

Once you add iphone to line 2, it now has a 2 year contract

Even if you switch the actual phone in line 1 to a dumb phone, it does not eliminate the original 2 year contract. You can not just opt out of that contract by going to another phone.
 
There's no need to make this anymore complicated than it has to be.

1) Under no circumstances swap any sims around (visual voicemail is tied to the sim)

2) order the phone on the upgrade eligible line.

3) when phone arrives, DO NOT ACTIVATE, but call AT&T and tell them you want to do an upgrade swap.

4) they will ask you for the sim information and tie that sim to the correct phone line.

5) plug the phone into itunes and activate like normal.
