Translucent Menu bar not always loading...

Sometimes when I boot, the menu bar is totally opaque. Then, when I open an app, it switches back. Why is this happening? What kind of preference files controls this? It happens when I make a new user as well. Any help?
 
*Update- unchecking and restarting, then checking and restarting the translucent menubar option fixed it!
