it’s the mechanism by which a program receives access to photos, contacts, files and other things by requesting that access from the operating system. After quitting it - obviously - automatically restarts.
As a first step to adress this you can run First Aid from the Disk Utility and then clear system and other caches using e.g. Onyx or starting your Mac in Safe Mode and see wether it then runs continuously.
