You can also try searching all processes in activity monitor and killing tasks related to VoiceTrigger.

Power down the Mac, all the way off.
Reboot. Get logged into the finder.
NOW try to empty the trash...

From the terminal, type:

Code:
lsof | grep 'VoiceTrigger'

This should (eventually) list any open files that include "VoiceTrigger" in the path. In the results, the first column is the process name and the second is the process id, which should enable you to kill the processes and then perform the delete.

Install macOS onto a flash drive, boot from there by holding Option at boot up. Browse to the user on the computer, hit Cmd-Shift-. to reveal the hidden Trash folder. It will be restricted. Right click, Get Info, unlock it with the credentials of the boot flash drive. Click on the gear to add a user to access it. Choose the flash drive’s user. Set the permission to Read & Write. Now you can access that Trash folder and empty it. Then restart the computer back into the default user. Trash icon will still looks full but just empty it again.

Since the OP hasn't been back since he first reported his problem on January 2019, over a year and a half ago,
The chances are pretty good he has probably solved the issue.
