Trick the scrollbars to appear?

Is there a trick to make the scroll bars apear in applications such as browsers without resizing the window?

This is for users with mice. I know I can make it always visible, but I kind of like the disappearing scroll bars.

On my MacBook Pro's trackpad, it's no issue.
