There is a Cydia app, it's called VoipOver 3G, I use it to talk through Skype on my phone, while on 3G

You beat me to it. I believe it can also trick the App Store and iTunes apps into believing they're connected via wifi too.

That's the thing. It doesn't. I tried to download an app that is 10 MB+ and didn't allow me 🙁
