Trouble Sending Pictures on iCloud Mail

Problems with I cloud mail- when I try to send a picture in an e-mail by dragging it from my iPhoto and dropping it into the e-mail, I get a message that says “Cannot send message To send this message, delete the current attachments and attach them again
