I think that is the Classic environment running. Check System Preferences -> Classic and see if Classic is running... If it doesn't need to run you can shut it off (and make sure it's not started with the machine)...

Because it wasn't based on the classic Mac OS, it was going to need a Classic Mode just like OS X does - so Apple added it. Rhapsody's version of Classic was called BlueBox (hence TruBlueEnvironment).This has carried down through the years and is still in place in Mac OS X 10.4.
