There is no way to add music to the stock music app using only iOS devices. You must use a computer and an app or iTunes to add music to stock music app. Or, subscribe to Apple Music.
I am suscribed to Apple Music. However, I find music from time to time, and they are not in apple music (old music or some soundtracks, a piano cover of anime soundtrack, things like that.
I'd pay an extra cost for an Apple Music suscription plan to do this, apple music plus maybe

iTunes on windows and early version of macOS (anything before big sur) or music app on macOS (anything from big sur and later). Documents app can’t write anything to internal music library even if it has access to read it.
