I am trying to downgrade my iPhone 4S from ios 8.3 to 7.0.4, my steps.

1. plugin iphone to my mac
2. start up itunes
3. hold down alt(option) and click restore.
4. select iPhone4,1_7.0.4_11B554a_Restore.ipsw from my drive.
5. click restore again.

The software extracts succefully and then After which I get the following error:

The iPhone could not be restored. This device isnt eligible for the requested build.

If it were that easy to do there'd be a bunch of us on earlier versions of iOS right now.

Apple only lets you upgrade/downgrade to versions of iOS they are still signing. If they stop signing a version of iOS (and they always stop signing all previous versions shortly after an update release) you cannot downgrade to it.
 
Not yet. 8.1.2 is the last available jailbreak. Apple plugged the holes with 8.2 and above.
 
yes, forget about that. this policy is the only thing I absolutely hate about apple... but you can live with it with some planning ahead.

Can it be done if I'm trying to upgrade from iOS 6 to 7 on my iPad 2? I keep facing the 'not eligible for the requested build". And I don't have that apple line in the host file.
