iPad trying to download/open evasi0n on ipad

Whenever I download to my iPad and go to open the file, I am asked what program do I want to open the file with? The only choice is Dropbox, and Dropbox gives a message that it cannot open the file.

Can someone please tell me how to do this?

You need to download and open it from a computer.

It doesn't run on the iPad directly. You need to use a computer and plug the iPad in to JB.
