Trying to setup keychain

I'm on a mac mini running OS 10.12.6 and my wife uses an iPad 3. We share an iCloud account so I'm just trying to setup keychain not ICloud keychain. We have never used keychain in the past. Did research and created a new keychain and put a strong password on it, and manually put a couple websites in it. when I go to one of those websites and click on the little key I get a dropdown "Passwords", click on it and I'm asked to give my login password even though the login chain is opened when I log into the user account. After typing the login password I get a list of passwords that does not include the password for the website I'm on!

Is there someone out there who can help, My password manager is getting Quirky and now it plain won't work with Safari?
