So, my first gen iPad Mini is really showing its age with iOS 8 and I'm thinking of getting a new one. Currently I don't use it as often as my iPhone 6 or mac, but whenever I want to watch videos or just surf the web it really lags. I don't think it's worth buying the mini 3 over the mini 2 just to have touch ID; even though it is nice to have that. Should I just go ahead and get the mini 2 or wait until this fall and wait to see what Apple might do with the next gen mini?
 
All A7 iPads are struggling pretty badly with iOS 8, UI issues mostly. It's just real stuttery anywhere that involves translucency, which is nearly everywhere. If you can wait, see if they make a mini 4 with updated specs and get that. If it has the A8X chip it will be worth getting it still, even if it's a year behind. I haven't personally used the iPad Air 2 but it seems that it's octa core GPU, 2GB of RAM, and triple core processor handle the translucency well, from what I've heard. They may also make the display better so the color gamut matches the full size iPad, which would be great.
 
XTheLancerX and I would disagree about how well iOS 8 runs on a Mini 2 (or Mini 3) but I agree on waiting - at this point you would be buying hardware that is essentially two generations old. Based on what you're using the Mini for, I think you'd be dollars ahead to wait until the fall, when I think we can expect a new version of the Mini with a processor upgrade (and possibly a RAM and display upgrade).

What you mean by all A7 iPads i have two iPad mini 2 one LTE and the other wi-if only and had not had any issues with the iOS 8 UI

My iPad mini 3 does not struggle and before I upgraded to the air 2 my original iPad air didn't struggle either.
 
Exactly why I upgraded to the iPad Air 2

My 1st generation mini was not working the way I needed it to, particularly when I switched from various applications (say) to Safari and back. The Air 2 has 2 GB Ram (and it's a real improvement. I miss the form factor of the mini but not enough to buy the 3 just to get the touch ID and the retina screen on the mini 2 didn't draw me as much as the increased memory etc. on the iPad Air 2. I would not upgrade to the mini 2 or 3. Either consider the iPad Air 2 or wait for the iPad Mini 4 which MacRumors suggest may be greatly improved (you've read the rumors as well as I have).
