Worse, a loss for Austin,Texas and the USA, since Samsung used a factory they built there, to supply Apple processors for years.

The Austin plant uses outdated tooling and Samsung has failed to invest in newer 7 Nm tooling for it which means that the A12 would never have been built there anyway. But go ahead and blame Apple for Samsung's failings...

Samsung has $16 billion invested in Austin, and plans on updating it to 4nm by 2020.

I think that if Apple hadn’t been moving purchases to TSMC, Austin would have already been set up for whatever Apple asked for.

That is not necessarily true.
If you don't use low leakage cells you can end up consuming more power than the generation before.
You also must make sure you don't use too many high performance cells to meet timing.
It's a balancing act and a geometry shrink does not guarantee lower power.

I'm not sure that second sentence makes any real sense, to me at least?
If I have said low leakage cells (battery) in my phone I'll consume at a given rate.
If I have medium/high leakage cells (battery) in my phone I'll consume at the same given rate BUT I'll have lower use in time due to the energy leak. So how is that a good rebuttal at all against my post? (scratching my head).
That's like saying I can buy a set bag of groceries at the grocery store if I have $100, but if I already start with $60/40 I'll automatically have less groceries even if I have the same size bag(s)?
