is there a way to turn off all the functions of HK?

i just noticed it tracks every step i make...thats gotta be draining on my battery.

You can disable the motion activity setting thru settings and then privacy

This is recorded by the M7/8 chip and is specifically designed to use little power and work when the A7/8 is in standby. I'm all but positive you can't turn off the chip and it is always working, even if you disable tracking (it just doesn't keep a record).
