it's strange but i see no way of turning off Health App collecting data in the background (steps/flights of stairs). this is probably not a big deal for the iPhone 6 or 5S which have supposedly the low power consuming M7/M8 chips. but how about for phones like the iPhone 5? i am cleaning up my old iPhone 5, have installed iOS8 on it, and will give it to my wife soon once her nano sim arrives (cricket). i'd like to turn off any background health app stuff to optimize battery life on the phone for her.

The iPhone 5 doesn't have this feature. no tin foil hat needed :)

And: the health app doesn't do any active collection. Apps that you install and approve via the health app do the monitoring. Health app is just an info dashboard, more or less.

Health app tracks steps taken/flights climbed/walk-run distance without any additional apps.

Did finally find the tracking information, and yes, it's been tracking me.

It has always been tracking the last 7 days of your steps, even back when the 5s launched with iOS 7. Health just logs more than the 7 days. The M7 is always active in the background, thats it's purpose, so you don't need to worry about the battery life ;)
