thats the only way to get it to be silent. the reason i asked was because i remember a long time ago i think someone bought a phone that was originally from china or japan and it would still make the shutter noise when it was on silent

Jailbreaking lets you delete the sound file. Otherwise there is no other way except the mute switch.

iPhones sold in some countries won't mute the camera sound at all because of privacy laws.

you just easily turn your phone to silent mode. :):)
Except in countries where the laws dictate that the camera shutter sound still work.

Turning mute on/off is easy, sure. But better would be an option to turn it off period, whether mute is on or not.
