Turn on iPhone before 5% battery life

Hello everybody, so I have an old iPhone 5 that I want to leave in my car to use as a navigation system. The problem is the phone keeps dying and then when I turn the car on and the phone starts charging it takes like 15 minutes before getting to 5% battery and I'm able to turn the phone on. Is there anyway to be able to turn the phone on when it's charging, but doesn't have 5% battery yet? Thank you

What if the phone is jail broken? Can it be fixed that way?

It's hardcoded. It cannot be changed.

take it inside and leave it on a trickle charge or replace its battery with a new one so it holds a charge.
