I'd like to turn off the vpn in my ipad 3 (it seems to interfere with certain downloads), but it won't stay off. I went to Settings/General/Network and turned off the vpn, but it restarts itself. Is there a way to keep it from restarting? Thanks in advance.

Did you setup VPN yourself on a private device or do you have a company device? The later one might have a security profile installed which force you to use VPN.
My company Pad for example resist to activate cloud. I switch on; itself switch off again.

It's a private device, and I don't remember setting up vpn at all. Maybe it was just there.
