Plex is particularly notorious for low volume that I gave up and replaced it with Infuse. If your Plex issue is due to stereo output, enabling Plex's Audio Boost setting might help.

As for tvOS 15, I would prefer system wide audio normalization feature, ideally triggered from the Control Center (as well as Settings).
 
Audio passthrough and let the other end (tv or receiver) decode and not the ATV. I agree with audio normalisation as I have to turn volume up like 10-12 clicks for Prime Video (except when Atmos is played which is fine and odd).
 
I wish there was a spot in the settings to raise/lower particular app volumes. My TV provider’s and Plex apps are very low compared to the volume of all of my other apps. It’s frustrating having to raise and lower volumes every few minutes switching apps!
MYbe you should ask that question in the Plex forum, I find it to be lower in volume too.

Fix the search. It's inconsistent and it's terrible to use when you don't always have an iphone near by.
