Because most TV manufacturers user their own propriety operating system, or android. tvOS only runs on ARM processors and is a 24/7 OS derived from iOS. Apple provided their AppleTV + app to most TV manufacturers instead. It's also another Apple device you can interact with from Iphones/IPads, and Macs. I use three in my residence and can readily airplay from multiple devices to each as needed for content where there is no app and you instead needs a browser to work. Note all three are running tvOS 18 beta currently.
I understand that. If Apple did partner with TV manufacturers they could have them enable all the same functions and even use the same chips. Apple could just make a TV themselves, but likely would not due to low margins.

Ask yourself this question, if all tvs now have smart software , why do Apple tvs, rokus, and firetvs sell millions, if you can't answer you must have been frozen in 2005 and now are awake, I want to welcome you to the 2020s, it has been a fun decade
I didn't say all TVs now, I said all TVs sold now. And it isn't literally true, there are a very few select models left that are not smart. But it isn't millions of non smart TVs being sold. I'd prefer to buy a non smart TV, but if I want a new TV I don't have any options in the price range and size I am looking for.

Smart TV software is garbage compared to appleTV as I have a samsung smart TV and MUCH would rather be on the ATV. I can use my AirPods, HomePod, have the photos app, podcasts app, and so on.
I agree. But many people just don't care. People I have given Apple TVs to have gotten rid of them because they don't want to bother switching to input on their smart TV.

Apple could partner with someone like Samsung, and that would increase the number of people using tvOS, Apple could get royalties. They could maybe sell their chips as well.

Really??? So your experience dictates the ignorance of the masses? If people are tech stupid this is not apple fault.

Thats the main reason, 4K TVs have pretty low margins and are bulky to stock. So biggest advantage a ATV4K provides is a solution to poorly supported manufacturer TV operating system that has ceased to provide up to date support with existing apps and lacking new apps.

Apple is supposed to make tech easy and intuitive. Part of that is ensuring that it can reach the most people. AppleTV right now is basically an enthusiast device.
I don't believe for a second people are throwing away Apple Tvs because they don't want to switch inputs
Sold, not thrown away.

Makes sense. It's a streaming box so as long as it can decode video at the initially spec'ed resolution and frame rate, there isn't much of a point to discontinuing it. Obviously Apple doesn't make giant profits on Apple TV hardware. It's really to sell subscriptions, which it can easily continue doing.
