Because Apple has been sitting on this particular bug fix (twitpocalypse) forever and Tweetie's a high profile app. This update was never intended to give new features and should have been approved a good 2 weeks ago, but the timing with 3.0 was bad luck.
 
Lets hope the new update is coming soon. Tweetie is a great app, but it seems to be falling behind some others in features.

go to the tweetie settings, under advanced and then its the first one under experimental...

the creator isn't a big fan of RT hence why he calls it "RT -gurgitationability"

Finally! Now I can go back to my favorite Twitter client. I'm excited for 2.0. Loren has said that 2.0's foundation is the Mac client. I expect a new UI with some video tweeting capabilities for 3gs owners as a start.
