iPad Twitter and Mail app issues

iPad Air is JB on 8.1.

In my Twitter app, pictures will not download and in my Mail app I cannot download attachments.

If I start in Safe Mode, these issues go away. So something in the JB is preventing these apps from working properly.

Any ideas or suggestions for a fix?
