I was having some issues with my iCloud usage quota last week, and I signed out of iCloud on all my devices (4 devices in total, 2 old and 2 "new"). The quota issue got resolved, and I signed back into iCloud on my tMBP and iPhone6S (the 2 new devices only; I have not signed into iCloud on my 2 old devices).

However, when i try to enable two factor authentication on either device, it asks me for my passwords and then gets stuck on the "waiting for approval" screen. I do not see any notifications on the other device, and I have had to cancel the process, and disable two factor authentication on the appleid management web portal.

I do not have keychain enabled on iCloud or either device (to the best of my knowledge).

Does anyone have any clue how to get around this?
