Two Library Folders?

I did a scan of my computer with Disk Inventory X and I found two library folders. Is this right?
I have SSD/Library & SSD/Users/Steve/Library

Both are different folders with application support folders within them, but are separate. One is 40GB and the other is 45GB.

Have I completely done something wrong or is this pretty normal? So confused.

That's normal. There is a system library folder, and each user has their own library folder.

There are actually always at least 3:
/System/Library
/Library
and then each user account has a Library folder.
