Two macs - use photos on only one?

I have two mac book airs running 10.10.

Both are using photos app and both are set to 'optimise mac storage' photos

One of the Mac's I would like to not store any of my photos locally at all as there is no disk space free.

Can I tell OSx to not use photos on one of the MACs? Can I delete Photo library from the Mac with the low disk space?
