Two tone image creation

I would like to create two tone images of this type from photos:

Is there anything in OSX which will do it?
Anything else free?

If not the best option?

GIMP, which is basically an open-source, free version of Photoshop.

Try using the Tools in Preview. Will get you most of the way there.
