Of course, you can have as many as you want.
Once in your admin account just create a new user account (either admin or normal depending on who uses it and what privileges you give them) and they all can sign in with their own iCloud ID. I think the only thing that doesn't work is find my Mac because the way it stores data in the VRAM means it can only be turned on in 1 account. The rest works as you want tho.
