Is it possible to carry my text notes from my pc to the iPhone notes app ??

Depends on what you're using on your PC to create the notes. Gmail has the ability to sync notes, but I don't know if that's what you're looking for.

Also, notes were added to icloud.com to sync as well.

I'm not really sure as I have a mac and use the notes app but I guess you could do the same on icloud.com?

On a Mac you can use Notes and it'll sync to the cloud and to your iPhone/iPod Touch/iPad.
On a PC, just log onto your icloud.com account and use the Notes feature there.

I tried the icloud.com route last week. I was able to type notes on both my Mac and PC and see them on all of my devices instantly (iPhone5, iPad, Mac, and PC).

You can send those notes by email. Them log in the same email account on iPhone and download the notes. Now your notes would be on your iPhone.
Not quite what was asked, and seems like this was basically resolved years ago.
