Is it safe to give a developer your UDID for a jailbreak tweak ?

What about my serial number ? Now they are asking for that.

I'd be asking why they need that. I also wouldn't risk giving it for a jailbreak. There are too many scam artists that promise a jailbreak but instead take your information for illegal purposes.

Ask them what they're using it for and visual proof they need to have it

I'd vote no. There has never been a jailbreak I've participated in where they've asked for that. Which phone do you have and which iOS version?

Licensing works through udid plus serial - otherwise you can just wait until Cydia Store is active but I have no idea when that will be.
