macOS UIScrollView sometimes stops scrolling ability if double clicked (IPhone)

I am not sure if this is an ability built into UIScrollView.

Maybe its a glitch in the IPhone Emulator.

When I double click fast on a UIScrollView, the UIScrollView most of the time just completely stops scrolling after that.

Some rare times I have double clicked on it again and made it start scrolling, but normally it just stops scrolling forever.

Anyone know whats going on with this??????
