My uMBP MacBook Pro (Current Model) 2.8ghz with 512mb 9600 + Integrated 9400 no longer can switch between the two cards.

Regardless of wether the computer is set for High Performance or Better energy Savings in System Prefs, its always seems to default to 9600M. It worked fine for about a month before the problem developed. The problem itself isn't that recent but it was over summer and didn't bother me a lot because I was at home a lot, but now that I am at College, having a computer that can hit 8 hours of battery life instead of ~2 would be really good.

I went to system Profiler to make sure that the OS could still detect the 9400 and it does. The problem developed under Leopard and continued into Snow Leopard. All software is up to date and all Firmware updates have been applied.

I also have Vista installed on Bootcamp but I don't think that could have caused the problem, but I'm not 100% sure because I know Bootcamp does always use the 9600.

When I change the settings it stays on whatever I set it to. So it says it on better battery even though its on the 9600M and the computer still estimates it at around 2 hours on a 100% charge.
 
Have you tried reseting your PRAM and SMC? See: http://support.apple.com/kb/HT1411

Also, when you installed Snow Leopard did you do a clean install or just an upgrade?

If PRAM and SMC resets don't work, I would try doing a clean install of Snow Leopard.
