Unable to access icloud photos message

Every time I turn on or log into my iMac a message pops up saying something like unable to access icloud photos for the (username) please check settings. I have checked and everything looks like it's turned on to do what in needs to do but I continue to get that same message every time I start up.

That may not be the exact wording of the message but something very close to it.
