Unable to access iCloud

Hi,

I know my iCloud username and password and I have the ‘trusted device’. Some time ago, however, I lost the number associated with the phone and don’t have a recovery key.

I understand that there is now a ‘two factor’ verification, replacing the two step verification. For the two-factor, Apple permits an account recovery, but not for the two step verification, despite their seeming to serve the same purpose.

Is there any way to verify my ID to recover it?
